Solemn keel laying of cruise 310-places PV300VD vessel at Lotos Shipyard for Moscow River Shipping



On August 15, 2016 a solemn keel laying ceremony took place for 310-places cruise passenger PV300VD river-sea vessel for Moscow River Shipping Company. Vessel's keel was laid down at Astrakhan Lotos Shipyard (general director Dmitriy Antonov).
 
The PV300VD project is developed in 2010-2015 by Marine Engineering Bureau by request of Federal Agency of Marine and River Transport of Russia within the FTP "Development of civil marine equipment for 2009-2016" ( the Ministry of Industry and Trade of the Russian Federation is the state customer and the coordinator of the program).
 
PV300VD is a modern cruise liner for the river and the coastal water of RF which will give the chance to make a water journey along the chosen route through the European part of the country. During the voyage vessel should call the ports where walking and bus excursions to cultural, historical, natural sights and coastal resort zones are organized. Accommodation with five-star hotel comfort will be provided. There will be possibility of realization of the most various forms of leisure onboard the vessel: bars, discos, sun bath, swimming in the pool, fitness, walks through vessel's open spaces or conversation with a wine glass in a hand, viewing beauty of coast, screening of movies or performances, visiting performance of actors or famous people, listening of lectures, participating in work of creative teams, communication with friends, attendance of restaurant with open kitchen, etc., including even casino game in the international waters.
 
The PV300VD concept is designed as "floating hotel" with full-range balconies / terraces, fore both-sides view saloon, the double-part sun deck (on a deck-house roof with wind deflector and on the tent deck with movable weather-tight closing, with pool and bar).
 
The total area of cabins makes 16-43 m² each, including balcony / French balcony (cabins are double, as a rule). There are restaurant with total places equivalent to passengers' number, conference rooms, bars, children's room, beauty salon, souvenir shop, fitness salon; solarium the open sun deck. Lifts connected all decks, communications and toilets, enlarged passageways and absence of obstacles for wheelchairs are foreseen for physically challenged people.
 
The PV300VD concept will work at the line Moscow - St. Petersburg, and also at lines Moscow - Rostov-on-Don - Sochi, Astrakhan - the ports of the Caspian Sea; so due to Marine Engineering Bureau classification, this vessel is of the "Volga-Don Max" class.
 
For the usual "Volga-Don Max" vessels of the existing projects (projects 301 and 302) the number of passengers for the case of modern cabins makes 200-220. On the new PV300VD concept with the same overall dimensions it is possible to arrange comfortably about 300-350 passengers.
 
The existing domestic cruise vessels cannot be operated at the international lines. Requirements of the international conventions have not considered during design and construction of such vessels; so it becomes impossible for them to receive the international certificates confirming possibility of operation and transportation of passengers.
 
Therefore there are no offers on earlier popular cruises between ports of Black, Azov, Baltic and Caspian Seas at the market of marine and river cruises. Thus absence of offers is associated, first of all, with lack of the vessels capable to carry out such voyages.
 
The existing marine cruise fleet foresees, as a rule, far-distant voyages with calling seaports of different coastal states. Sizes of such vessels consider possibility of approaching to water areas of seaports and mooring at the existing marine berths, but don't allow to come into estuarial river ports and, especially, to navigate through RF internal waterways.
 
Today's realities of domestic tourism show that favourite river cruises for foreign tourists from the USA, Germany and Australia, through the route Moscow - St. Petersburg, were added by "partially marine" lines Moscow - Sochi, "circular" cruise through the Caspian Sea which are more interesting for the domestic traveler. As negotiations of Moscow River Shipping Company show, the Caspian cruise attracts not only citizens of the Caspian countries (Iran, Azerbaijan, Kazakhstan), but also tourists from the USA, Australia, Europe and China.
 
Works on PV300VD concept creation were based on the general approaches to design of the river and river-sea vessels as well as on the basis of special decisions. The basic role was played by detailed and repeated problems' discussion with leading experts of passenger branch: K.O. Anisimov, V. F. Berezin, A.A. Trofimov, D. G. Ryabov, D. N. Galkin, A.E. Smolin, A.A. Syomin, O. F. Malinin and many others.
 
Especially it should be noted a grandiose role of the successful experience accumulated during creation the PV08 cruise vessel "Alexander Green" in 2012 and other projects worked out by Marine Engineering Bureau for Moscow River Shipping Company. Also it was used experience of design and construction the PV09 river-sea cruise vessel "Knyaginya Olga" at Moscow Shipyard in 2014-2016; the vessel's construction should be completed this summer and, in fact, she became a prototype for PV300VD.
 
Vessel of the new PV300VD concept has the following main particulars:
 
length overall 141 m;
length between perpendiculars 135.56 m;
breadth overall 16.82 m;
breadth 16.60 m;
depth 5.50 m;
draught maximal 3.20 m;
air draught from BL 16.25 m;
crew and service staff 90 people;
autonomy by fuel 15 days;
autonomy by other stores 10 days.
 
Passenger capacity of the vessel can be varied from 300 to 400 depending on the type of cabin modules used (area of cabins is 18 - 36 m²) and usage of additional places for children.
 
Arrangement of the cruise vessel in the variant of the Moscow River Shipping Company foresees 310 passengers who travel in 155 comfortable cabins of different classes:
 
• 7 luxury apartments with a balcony of about 36-43 m² area (33-35 m² without considering balcony);
• 3 luxury cabins with a balcony of about 26 m² area (21 m² without considering balcony);
• 2 luxury cabins for disable people with a balcony of about 33 m² area (27 m² without considering balcony);
• 133 standard cabins with a balcony of about 19 - 21 m² area (16 - 18 m² without considering balcony);
• 8 standard cabins of about 16 m² area;
• 2 standard cabins for disable people of about 21 m² area.
 
Passenger cabins are located in the middle vertical zone on 4 superstructure decks. Cabins on three upper decks have own balconies with sliding sections that provide through deck pass at emergency situations.
 
All passenger cabins are equipped with double beds, lavatory and douche, air-conditioner, wardrobe, safe, TV set with satellite and internal vessel's channels, hairdryer, sockets 220V and 110V, wireless Internet (Wi-Fi), vessel's radio translation, external and internal telephone connection.
 
One change meal period for passengers is foreseen on the vessel. Two restaurants are applied for this purpose: main restaurant and restaurant with opened kitchen.
 
The main restaurant has two halls (of 360 m² and 140 m²) equipped with smorgasbord. The bigger hall is equipped also by bar console.
 
Meals preparation can be watched in the restaurant with open kitchen because kitchen is separated from restaurant by glass wall only.
 
All restaurants have maximal available glass cover, that enables to take pleasure not only in tasty meal but also in window's view.
 
Bar is worked till the last client. Here is bar in the daytime and disco in the night. Bar's arrangement does not prevent to have a rest to other passengers. Double-tier sun deck is located near; there are grill bar, swimming pool and 4 Jacuzzis. Part of deck can be covered by moving tent when weather is bad.
 
PV300VD is not only up-to-date high comfortable and handy vessel but also safe, ecology "clear" passenger one that fully meets requirements of all International Conventions (IC), including IC for the Safety of Life at Sea (SOLAS), IC for the Prevention of Pollution from Ships (MARPOL), International Regulations for Preventing Collisions at Sea (COLREGS). Additionally there are met all Russian requirements such as Sanitary Regulations and Norms, Fire Safety Regulations, Technical Regulations for Safety of Inland Water transport Objects.
 
The vessel fully satisfies SOLAS norms and Class requirements of damage stability, including probability assessment of hull subdivision, special requirements for passenger vessels of Russian Maritime Register of Shipping, all normative requirements of Russian River Register Rules.
