60th anniversary of Marine Rescue Service of RosMorRechFlot; since 2010 salvors received 28 new vessels



On 23.08.2016 Marine Rescue Service of RosMorRechFlot (MarRescServ, ex. State Marine Emergency Salvage, Rescue and Pollution Prevention Coordination Service of the Russian Federation or SMPCSA) celebrates its 60th anniversary.
 
According to the website of the MarRescServ, the idea to form the Marine Rescue Service was based on the Order N5128-p of the Council of Ministries of the USSR, dated 23 August 1956. Accordingly to this Order all the activity with respect of ship-raising and underwater technical operations for national-economic purpose for all civil administrations has been committed to the Maritime Fleet Ministry of the USSR.
 
Within the framework of realization of the federal purpose programmes (FPP) such as sub-programme "Maritime transport" of the FPP "Modernization of the Transport System" and FPP "Development of the Russian Transport System", State funded creation of the new generation of the rescue vessels.
 
Since 2008, designing and construction of the whole "line-up" of the modern concepts vessels were commenced for MarRescServ (Andrey Khaustov is a head). This set of vessels includes rescue ones (MPSV06, MPSV07, MPSV09, MPSV12) with power from 2 up to 7 MW intended for various navigation areas and operating conditions, and also some smaller ones such as marine diving SDS08 vessels, multipurpose SDS18 diving catamarans and other projects (marine TG17 fire-fighting tug-boats, DCV61 supply vessels, non- propelled SB02 floating berth).
 
The listed above concepts were created by Marine Engineering Bureau.
 
28 rescue vessels were accepted for operation by Marine Rescue Service of RosMorRechFlot from the shipbuilding industry during the period from 2010 till today:
 
• multipurpose 7 MW rescue asymmetric icebreaker "Baltica" (with the base functionality of MPSV07) - 1 vessel;
• multipurpose 7 MW MPSV06 rescue icebreaker - 2 units;
• multipurpose 4 MW MPSV07 rescue vessels - 2 units;
• multipurpose marine SDS08 diving vessel - 4 units;
• port roads A-160 diving boat - 10 units;
• rescue A40-2B boom-laying boat - 6 units;
• non-propelled SB02 floating berth - 1 unit.
 
MarRescServ actively uses new vessels for rescue operations as well as for carrying out recue exercises of various levels at all marine basins of the Russian Federation.
 
In August 2011 multipurpose SDS08 diving vessel "Rostov Velikiy" took part in the complex exercises "Arctic-2011" of forces and means of united state system of emergency prevention and response in the waters of Buor-Khava Bay of the Laptev Sea at the port of Tiksi.
 
In the period October 13 - 25, 2011 multipurpose SDS08 diving vessel "Stolniy Grad Yaroslavl" participated in the rescue operation for tanker "Grigoriy Bugrov". M/v "Stolniy Grad Yaroslavl" provided work of divers, placed booms and became a place of headquarters arrangement as the newest vessel from those which participated in the operation and equipped by the means of communication. The result of rescue operation was as follows: tanker's crew wasn't suffered, cargo spillage was avoided, vessel "Grigoriy Bugrov" has been rescued.
 
In April - May of 2012 multipurpose diving vessel "Rostov Velikiy" rescued bulk-carrier "Tikhon Semushkin"; she pumped out water from engine room of the emergency vessel, provided diving works and towage.
 
In June, 2013 MPSV07 multipurpose rescue vessel "Spasatel Karev" with oil spill response equipment (oil side trawls, booms and skimmers) participated in the international oil spill exercises "BALEX DELTA 2013". The new vessel caused great interest among the participants and observers.
 
On the 25th of July, 2013 multipurpose diving vessel "Rostov Velikiy" took part in the exercises due to search and rescue of people at sea and assistance to the emergency vessel in the Avachenskaya Bay.
 
On the 26th of July, 2013 multipurpose MPSV07 rescue vessel "Spasatel Karev" took part in the basin exercises at the Gulf of Finland in the region of near isle of Seskar.
 
During the period 17-24 of January, 2014 "Spasatel Karev" has successfully effected towage of diesel-electric submarine "Ho Chi Minh" from the port of St.-Petersburg to the port of Kaliningrad; the submarine was built at the Admiralty Shipyard for Vietnam. The towage operation was carried out in interests of OJSE "Rosobornexport" at strong winter conditions in ice.
 
On the 15th of May, 2014 multipurpose MPSV07 rescue vessel "Spasatel Kavdeykin" has taken part in exercises concerning localization and elimination of the oil spill at the area of Kola Bay in the area of Mishukovo settlement. The exercises were carried out according to Agreement between RF Government and Government of the Kingdom of Norway concerning cooperation against oil pollution of the Barents Sea.
 
On the 4th of June, 2014 "Spasatel Kavdeykin" participated in the international exercises "Barents 2014" concerning search and rescue of people which took place in the Barents Sea in the region of fjord Varanger (Norway).
 
On the 17-18th of July, 2014 multipurpose MPSV07 rescue vessel "Spasatel Karev" took part in the exercise concerning localization and elimination of oil spill caused during building of test well No. 3-SD at Dolginsk oil field at the Pechora Sea shelf with help of self-propelled floating drilling unit (SFDU) "GSP Saturn".
 
On the 24th of July, 2014 multipurpose MPSV07 rescue vessel "Spasatel Zaborschikov" was used according to her destination in the complex exercises Elimination of the after-effects of tanker collision and oil spill of federal level in the area of CJSE "IN-Transit" during oil operations at temporal port road berths P-1, P-4 and P-5 of the anchorage No. 5-A of the "Big port of the St.-Petersburg".
 
On the 6th of August, 2014 multipurpose MPSV07 rescue vessel "Spasatel Karev" participated in the search and rescue exercises Arctic-2014" in the area of marine ice-proof stationary platform "Prirazlomnaya". The exercises "Arctic-2014" was organized as a part of International summit of representatives of Arctic Council countries. The exercise was organized and effected by Ministry of Transport of the Russian Federation; deputy of Transport Ministry Victor Olerskiy was a head of the exercises.
 
During the period from the 24th of June till 8th of August, 2014 multipurpose diving vessel "Stolniy Grad Yaroslavl" participated in the towing operation of construction's elements of drilling platform of Italian company SAIPEM towards oilfield named for V. Filanovskiy at the Caspian Sea.
 
During August-September, 2014 multipurpose MPSV07 rescue vessel "Spasatel Zaborschikov" has successfully completed the towage of dredger "Oleg Strelchenya" through the Northern Sea Route from line Kamenniy Cape - Trekhbugorniy Cape (Ob' Bay) towards Yana River estuary (Lena basin). The Contract also foresaw that convoy should reach atomic ice-breaker "50 let Pobedy" at the Dickson Island region and then follow the ice-breaker through Vilkitskiy Straits. Towage was carried out at strong weather (sea swell and gale).
 
On the 10th of September, 2014 same rescue vessel completed towage of dredger "Vitim" (1-517-03 prj.) through the Northern Sea Route. 73 m dredger "Vitim" was towed from reception buoy of the outer estuary sandbar of the Yana River towards reception buoy of the outer estuary sandbar of the Lena River.
 
On the 23rd of September, 2014 multipurpose MPSV07 rescue vessel "Spasatel Karev" for the second time of the year took part in the exercise concerning localization and elimination of oil spill caused during building of test well No. 3-SD at Dolginsk oil field at the Pechora Sea shelf with help of self-propelled floating drilling unit (SFDU) "GSP Saturn".
 
From the 29th of September till the 4th of October, 2014 multipurpose diving vessel "Uglich" participated in the Vth International Science-Practice Conference "Russian Diving" in the Sebastopol. During the Conference, more than 250 participants visited the new rescue vessel.
 
During the period 19-29 of October, 2014 multipurpose diving vessel "Stolniy Grad Yaroslavl" participated in the fourth unique towing operation concerning the central technological platform's transportation from the port of Astrakhan to the place of installation at the oilfield named for V. Filanovskiy. The difficulty of the concluding towing was characterized by deterioration of situation due to autumn weather conditions in the Caspian Sea with strong north off-shore winds, decreasing of operational draught for convoy's vessels at Volga-Caspian Marine Canal, wind and seas increasing, decreasing of air temperature, decreasing visibility and also appearing rainfalls even as snow. Therefore it is not surprising that towage took 10 days while total length of the route from the port of Astrakhan to oilfield is about 240 km.
 
From the 1st of July till the 11th of October, 2014 multipurpose MPSV07 rescue vessel "Spasatel Karev" provided rescue and oil spill readiness in Kara Sea in the area of drilling platforms. Duty was performed according to the contract with LLE "Karmoneftegaz".
 
From the 12th till the 27th of October, 2014 multipurpose MPSV07 rescue vessel "Spasatel Karev" and multipurpose diving vessel "Rybinsk" provided rescue and oil spill readiness in the Barents Sea at the Peschanoozerskoye Oilfield (is. Kolguev). Duty was carried out due to the contract with CJSE "ArcticNeft".
 
At night between 7th and 8th of November, 2014 multipurpose MPSV07 rescue vessel "Spasatel Karev" has taken aboard a part of crew of the drilling platform "GSP Saturn" (21 people) in accordance with the instruction of the head of towage in the conditions of the force 8 storm.
 
Beginning from the 20th of November, 2014 multipurpose diving vessel "Stolniy Grad Yaroslavl" provided rescue readiness during transportation of new self-elevating floating drilling platform "Mercury" of Super 116E prj. from Astrakhan to the Caspian Sea. Platform's height is about 150 m, weight is more than 11 thousand tons and draft is 4.5 m.
 
On the 28th of April, 2015 multipurpose MPSV07 rescue vessel "Spasatel Zaborschikov" took part in the exercise emergency situations response for oil spill at the area of Vostochniy Port. Number of organizations took part in the exercise, as follow: Eastern Department of FSBE "AMP of Primorskiy Region and Eastern Arctic", Primorskiy Branch of FBE "Marine Rescue Service of RosMorRechFlot", Nakhodka Branch of CJSE "RosNefteFlot", NERF OJSE "Nayada".
 
Multipurpose MPSV07 rescue vessel "Spasatel Kavdeykin" took part in the towage operation of pipelaying barge "Defender" (JSE Mezhregiontruboprovodstroy is a shipowner). At the first step pipelaying barge "Defender" was towed from the port of Murmansk to the port of Stavanger during 23.03 - 05.04.2015. Barge was towed back at the second step; towage operation was completed successfully on 19.05.2015.
 
On 23 of June 2015 multipurpose MPSV07 rescue vessel "Spasatel Karev" took part in the joint complex exercises of OJSC "Priazovneft" Oil Company", Azov-Black Sea and Baltic Branches of FBE "Marine Salvage Service of RosMorRechFlot" for oil spill prevention and combat during building of the test well #1 "GEOLOGICAL" using a SLDR "GSP URANUS". The exercises took place in the northern part of Temryuk-Akhtarsk license area of the Azov Sea.
 
On 12 of June 2015 multipurpose diving vessel "Rybinsk" successfully detected and identified sunken object in the Gulf of Ob of the Kara Sea. Searching and identification of the sunken object has been initiated by OJSC "Sovcomflot" and LLE "SKF Yunikom" after the incident, which had occurred with the tanker "SCF Yenisei" on 14.09.2014 in the Gulf of Ob. Effecting the search and identification operation of the unidentified sunken object was offered to Maritime and River Fleet Federal Agency. On 12.07.2015 after a two-day search the sunken object was detected and after a diving survey was identified. Exact coordinates and location of the object constituting a serious threat for navigation are established. For efficiency and successful work the management of JSC "Sovcomflot" has expressed the gratitude.
 
On the 23th of July, 2015 multipurpose MPSV07 rescue vessel "Spasatel Zaborschikov" took part in the oil spill response exercise in the Okhotsk Sea at the Kirinsk Gas-Condensate Field. The oil spill was "caused" by operation of SS MODU "Aurora Borealis".
 
From August 29 till September 3, 2015 multipurpose diving vessel "Uglich" participated in searching and raising of divers disappeared in Novorossiysk port at the region where "Svobodnaya Rossiya" battleship was sunk. Bodies of perished divers were found out in the inner compartments of the sunken vessel and have been raised. On 03.09 perished divers were brought to the berth No. 35 of the Novorossiysk port and handed over to the investigating authorities.
 
On the 23th of November, 2015 multipurpose MPSV07 rescue vessel "Spasatel Zaborshchikov" together with multipurpose diving vessel "Rostov Velikiy" took part in the exercise concerning oil spill response in the seaport of Vladivostok.
 
On the 4th of December, 2015 multipurpose diving vessel "Stolniy Grad Yaroslavl" has participated in rescuing operation of bunkering tanker "Dialog". The tanker got the underwater breaches in the result of collision with an unknown object.
 
On the 31th of December, 2015 multipurpose diving vessel "Stolniy Grad Yaroslavl" carried out assistance to the crew of "Reidoviy-23" tug-boat and arranged booms at the place of the tug-boat sinkage. The accident took place near is. Proletarskiy on the Volga River in the night of the 30th-31th of December. At night on the 3rd of January, 2016 the sunken tug-boat "Reidoviy-23" has been lifted and moored to floating crane "Bogatir-3 ".
 
During 12th-13th of January, 2016 multipurpose MPSV07 rescue vessel "Spasatel Karev" carried out assistance and emergency towage of m/v "Yangtze River" that has lost running ability and the distance 24 miles from Novorossiysk port.
 
On the 27th of January, 2016 multipurpose diving vessel "Uglich" participated in firefighting at "Nardiz" dry cargo vessel, which was at 128.9 km of Volga-Caspian Marine Shipping Canal. Vessel was effecting voyage from Astrakhan port to Enzeli port with 2256 t of general cargo onboard.
 
From the 1st of February, 2016 multipurpose MPSV07 rescue vessel "Spasatel Kavdeykin" carried out ice conveyance to the port of Vanino and at the port's roads.. Till the 29th of February, "Spasatel Kavdeykin" provided ice conveyance for 45 vessels.
 
From the 25th till 29th of February, 2016 multipurpose diving vessel "Stolniy Grad Yaroslavl" has prevented pollution in the area of the port of Astrakhan On 25.02.2016 information concerning oil pollution of water area in the regions of the Ikryanoe village and Ship-Repairing Yard named in honour of A.P.Guzhvin, was received.
 
MDV "Stolniy Grad Yaroslavl" and emergency-rescue team with oil spill equipment were forwarded for oil pollution elimination. About 4300 kg of oil was gathered during 25.02-29.02 in for oil spill localization and elimination operation.
 
On the 12th of March, 2016 multipurpose diving vessel "Stolniy Grad Yaroslavl" took part in the survivability actions of the Turkmen dry-cargo vessel "Magtymguly". During rescue operation divers discovered breaches in the hull of the emergency vessel and choked up them; salvors pumped out water from steering gear room. It became possible to straighten vessel after fulfilling emergency response works and eliminating of water incoming within emergency vessel. Later on dry cargo vessel "Magtymguly" was towed to the Olya port for repairing by m/v "Vyshlov" conveying by MDV "Stolniy Grad Yaroslavl".
 
On the 28th of March, 2016 multipurpose MPSV07 rescue vessel "Spasatel Zaborschikov" and multipurpose diving vessel "Rostov Velikiy" took part in oil spill response exercise in the seaport of Vladivostok. The exercise was conducted by Primorskiy Branch of FBE "Marine Rescue Service of RosMorRechFlot", OJSE "Dilmas", OJSE "PrimPortBunker", OJSE "Bunkering Company TransOilBunker", "Asian/Pacific Ocean Tanker Company" and OJSE "Primorskay Transport Company".
 
On the 30th of March, 2016 a joint emergency oil spill response exercise took part at the area of the seaport of Vladivostok. Exercise participants were as follows: Primorskiy Branch of FBE "Marine Rescue Service of RosMorRechFlot", OJSE "Franco Trading", OJSE "EM Shipping", OJSE "Vladivostok Trading Company", OJSE "TRANSNEFT", OJSE "MESOS". The MPSV vessel "Spasatel Zaborschikov" and MDV "Rostov Velikiy" took part in this exercise. Work of forces and technical means was carried out at strong hydrometeorological conditions; visibility was worse than 1 cable.
 
From the 10th of March, 2016 multipurpose MPSV07 rescue vessel "Spasatel Kavdeykin" provided effecting science-investigation works. Works are carried out at the area of Southern-Kirinsk Oilfield at the Okhotsk Sea shelf by specialists of FSBE "State oceanographic institute named after N.N. Zubov". This activity includes:
 
• disembarkation of expedition team with equipment for set of complex measuring onto ice formations in the day time;
• breaking of investigated ice formations with help of vessel's hull with simultaneously fixation of main engines' parameters and other characteristics of the loadings that act upon hull;
• providing video fixation, instrumental measuring and visual observation of the ice cover and meteorological parameters by expedition team during vessel's movement.
 
In April, 2016 multipurpose MPSV06 rescue vessel "Murman" started her round-the-clock rescue duty in the area of platform "Prirazlomnaya" location.
 
On the 19th of May, 2016 marine diving vessel "Rostov Velikiy" took part in the oil spill response exercise at the area of the seaport of Nakhodka.
 
On the 24th of May, 2016 multipurpose diving vessel "Stolniy Grad Yaroslavl" participated in the complex oil spill response exercises of the Caspian Branch of FBE "Marine Rescue Service of RosMorRechFlot" and OJSE "LUKOIL-Nizhnevolzhskneft"; test emergency situation was caused by oil spill during drilling at prospect-assessment well No.3 of OJSE "LUKOIL-Nizhnevolzhskneft" at Sarmat Field in the Caspian Sea.
 
During 16-18th of June, 2016 multipurpose rescue vessel "Spasatel Kavdeykin" participated in exercises at licensed area "Lisyanskiy" of the Okhotsk Sea.
 
From the 28th of May till the 14th of June, 2016 multipurpose rescue vessel "Spasatel Karev" has executed towage of a hydrographic vessel "Romuald Muklevich" from the port of Murmansk to the Kronshtadt for repair works at the Kronshtadt Shipyard.
 
On 17th of June, 2016 multipurpose MPSV07 raising vessel "Spasatel Demidov" together with LLE "Fertoing" accomplished lifting of the fourth attack plane IL-2 from the bottom of the Kerch Straights. All four airplanes were discovered in the autumn of 2015.
