7MW multipurpose MPSV06 rescue vessel "Murman" participated in comprehensive emergency response exercises in Murmansk

According to the Marine Rescue Service of Rosmorrechflot's website, on 22.09.20-23.09.20 7MW icebreaking multipurpose MPSV06 rescue vessel "Murman" of the Icebreaker 6 class took part in comprehensive exercises to eliminate the consequences of emergencies related to the spill of oil and oil products in Murmansk.

The results of a comprehensive headquarter exercises on the elimination of the consequences of emergencies related to oil and oil products spills were summed up, In the exercises were involved units of the Unified Emergency Prevention and Response System (RSChS) in 85 constituent entities of the Russian Federation. The training, which took place in two stages, on 22.09.20 and 23.09.20, was attended by rescuers of the FSBI Morspasluzhba.

The two-day comprehensive exercises to eliminate the consequences of emergencies related to oil and oil products spills were held on behalf of the President of the Russian Federation and under the supervision of the Minister of Emergency Situations Evgeny Zinichev. At the first stage, the command, control and forces of the RSChS were put in readiness to respond to emergencies. The active phase of the training took place at the second stage. In five constituent entities of the Russian Federation were played out the worst scenarios of accidents, as a result of which an oil and oil product spill could occur. "Accidents" occurred in the port water area, on the railway, on the main oil pipeline in the area of the crossing over the water barrier, at an oil refinery and at a storage warehouse for oil products. After receiving a signal about the danger of an emergency, rescue units were transferred in all branches of the Maritime Rescue Service to the "High alert" mode.

The rescuers of the Northern Branch of the Marine Rescue Service took a direct part in the practical training that took place in the Murmansk region. Here, according to the legend of the exercises, as a result of a sharp increase in wind to storm values, frost, deterioration of visibility, the storage tanker "Kola" collided with a ship that lost control in the water area of the seaport of Murmansk. As a result of the collision, the hull of the storage tanker was damaged and crude oil spills out at a rate of about 120 m³/min. The final oil spill is 10 thousand tons. A fire broke out on the deck of the tanker, 5 people were injured. Immediately after the signal of the accident was received, the forces of the Northern Branch of the Marine Rescue Service were brought in to the control panel of the operational duty officer. To the place of the collision drove 7 MW MASS MPSV06 "Murman" and MASS "Sivuch", rescue boats-boom-handling boats "Anatoly Veretekhin", "Markab", "Vodolaz Pechkurov", "Victor Petrov", the sea tugboat "Kapitan Beklemishev"and high-speed boat "Karelia". Each of the vessels fulfill its role in the exercises, which was assigned to it by the operational headquarters and in accordance with its functional capabilities. The sea tugboat "Kapitan Beklemishev" extinguished the fire on the emergency tanker, the high-speed boat "Karelia" took the victims on board and delivered them to the shore, and then monitored the situation in the area of the accident. The multipurpose vessels together with boom-handling boats have built boom protective vouchers. At that time, training activities were held on the shore related to the elimination of the consequences of the accident.

According to one of the injections on board the emergency tanker were found "patients" with symptoms of "Covid-19". Rescuers worked out medevac in compliance with all precautions in a difficult epidemiological situation. The "sick" were handed over to doctors and evacuated by helicopter to the nearest settlement.

The result of the training session was the verification of the reality of plans for the prevention and elimination of emergency spills of oil and oil products, the reliability of control, communication and warning systems, as well as the sufficiency of forces and means that can be used in an emergency. The forces and means of the RSChS in the constituent entities of the Russian Federation have worked out practical actions to eliminate contingencies and mechanisms for the use of emergency rescue teams in accordance with plans for the prevention and elimination of emergency oil and oil products spills.

The exercises confirmed the relevance of the further development of professional skills and timely actions of both professional rescuers and all officials at all levels of the unified system. The lives of people and the ecological safety of the country can depend on this.
