Working consultation due to design of new generation river-sea going vessels for "northern" good's delivery carried out

On August 07, 2009 working consultation due to conceptual design of new generation river-sea going vessels for "northern" good's delivery according to Federal Goal-Oriented Program "Civil Marine Engineering Development" on 2009-2016 years carried out in Yakutsk.
 
Representatives of Transport Ministry of Saha Republic (Yakutia), OJSC "Lena United River Shipping" (LURS), Zhataiskiy shipbuilding and ship-repair yard, Lena Basin State Management of Shipping, Transport Union of Saha Republic (Yakutia), Russian River Register, Marine Engineering Bureau and Digital Marine Engineering took part in the consultation.
 
There were following reports on consultation:
 
• chief engineer of OJSC "LURS", Ph.D. Vladimir Alipa with report "Technical characteristics choice for new vessels";
• general director of CJSC "Marine Engineering Bureau - SPb" Professor, Sc.D. Gennadiy Egorov with report "River-sea going vessels for "northern" good's delivery";
• general director of Digital Marine Engineering Boris Stankov with report "Monitoring system of fuel consumption".
 
During report discussions there were comments from assistant director of OJSC "LURS" Alexander Zukov, Chief Executive officer of Transport Union of Saha Republic (Yakutia) Vladimir Smerdov, Head of OJSC "LURS" Security Service Navigation Evgeniy Byalo, Head of Marine Transport Ministry of Saha Republic (Yakutia) Nickolay Smerdov and other colleagues.
 
CJSC "Marine Engineering Bureau - SPb" is carrying out the work "Conceptual designs development of specialized tankers and dry-cargo vessels for guarantee cargo delivery to arctic regions of Russia" which was ordered by the Federal Agency of Sea and River transport of Transport Ministry of the Russian Federation.
 
Within the bounds of work main technical decisions of requirements development and draft proposal on river-sea going specialized tankers and dry-cargo vessels for guarantee cargo delivery to arctic regions of Russia design were grounded.
 
There were following discussions on consultation:
 
- Delivery volume of different cargo types, delivery points, delivery terms and navigation periods.
- Prospects of "northern" good's delivery development of capacities and types of cargo, delivery points and execution terms.
- Way conditions on delivery routes and their prospects, and also vessel characteristics which had been received on first step of Marine Engineering Bureau Science-Research Work, including:
 
• sailing region (Register class notation), cruising range and autonomy;
• carrying capacity, principal dimensions, hull configuration shapes, Ice category, cruising speed;
• architectural-constructive type and general arrangement drawing;
• power plant type;
• propulsion-steering system;
• features of vessel equipment, means, systems;
• number of crew and crew's allocation, habitability;
• requirements to seagoing and ice qualities;
• requirements to vessel technical facilities automation;
• requirements to communication facilities and navigational equipment;
• requirements to manufacturability, reliability and maintainability.
 
On the territory of Saha Republic (Yakutia) area of which is of 18% of the total area of the Russian Federation, nearly 1 million people are living. Nearly 1500 deposits are explored and there are more than 5000 different types of mineral raw materials in Republic. Reserve potential of minerals is evaluated in 5.5 trillion USA dollars, Yakutia is entered into the first five country subjects to gross regional product capacity. Same time more than 80% of all needed material-technical resources are of imported type.
 
For more than 80% of Saha (Yakutia) territory the only transport artery is a season water way of Lena basin rivers from Osetrovo port of to Laptevo sea. Republic internal water way extension is of 20000 km, and extension of Northern Sea Way part from Anabar river mouth to Kolima river mouth is of 2963 km. Lena river and other navigable Yakutia rivers are meridian continuation of main-line railways.
 
Arctic rivers are connected with each other by Northern Sea Way, i.e. for cargo transfer transshipment from river vessels to sea going vessels and vice-versa or usage of river-sea going vessels are required. Sea going vessels due to shallow depth on bar couldn't call at Arctic rivers mouths. There are no water ways alternatives, which can provide mass cargo delivery to out-settlements in foreseeable future. That is why, keeping and development of river-sea going vessels is a strategic direction of state transport policy of Russian Federation.
 
According to Transport Ministry of Saha Republic (Yakutia) information there are only 16.5% of all LURS vessels which age are lower than 10 years. Majority of vessels are with age more than 20 years. 29% of vessels have restrictions due to technical conditions. The most perspective river-sea going dry-cargo vessels have been in operation for more than 30 years on average, tankers worked in average more than 24 years (term of 24 years is a normative one). Mean age of passenger fleet exceeds 20 years.
 
River-sea going vessels of "Lena" type, which can supply "northern" good's delivery, both during cargo transportation on internal water ways of Lena basin, and on neighbouring parts of Northern Sea Way with call at Yana river, Indigirka river, Olenek river, Anabar river, Kolima river were discussed.
 
Even so, dry-cargo vessels will be assigned for transportation general, bulk and large-sized cargo, coal, and also containers. With additional re-equipment vessels will be assigned for transportation dangerous goods of 1.4S, 2, 3, 4, 5, 6.1, 9 classes.
 
River-sea going oil tankers of "Lena" type provide transportation simultaneously of three types of oil grade without flash point restrictions, and also some different types of fluid cargo at Lena basin rivers and coastal sea regions.
 
Both projects (dry-cargo vessel and tanker) are designing on single platform - with usage of same hull configuration, overall dimensions and propulsion (main engines and full-turned rudder-propellers).
 
Main vessels' technical characteristics of "Lena" type are following:
 
Overall length is of 130-136 m;
Overall breadth is of 18 m;
Working draughts are of 2.10-3.50 m;
Deadweight in river with 2.50 m draught is about 3000 tons;
Russian River Register class notation is of M-RSN 3.5 (ice 40) A. Tankers' addition is of ECO3;
Cruising speed is of 10.5 knots;
Crew consists of 9 persons (13 places in common);
Autonomy is of 15 days.
 
Double bottom and double sides on all length of cargo holds and tanks, fuel, lubricating oil, drain tanks, and also "box" construction of dry-cargo holds allow to provide comfortable loading and unloading of cargo, high operational vessel reliability, and also guarantee the protection of environment and decrease of risks, which are linked with environment pollution in vessel's operation regions.
 
Propulsion system consists of two full-circled rudder-propellers. Rudder-propellers combines propulsion properties and steering facilities in one complex, which allows significantly to improve maneuvering and propulsive performances of the vessel.
 
Vessels are equipped with fore bow-thruster of "screw in pipe" type, which allows freely to pass through narrow river parts with small rotation radius.
 
All needed conditions of comfort crew stay onboard, including developed system of climate-control, usage of antivibrational and noise-protected coverings inside accommodations were provided.
 
It's assumed to use special protect complexes of paint-and-lacquer coatings and tread protection for outside and inside surfaces of the hull, including ballast tanks.
 
Vessel's build would be carried out in accordance with last advances in shipbuilding, with usage of the newest manufacturing technologies, what will provide high profitability with increase of ecologic safe transportation rate in common and reliability of vessel's elements specifically.
 
In such way, the vessel (which is going to be built) is the unique engineering complex combined optimal for Lena basin characteristics with modern equipment and navigational technique. The vessel has significant advantages in comparison with existing analogues.
