Details of participation of marine diving vessel "Rostov Velikiy" (SDS08 prj.) at basin test in the Avachin Gulf


As it was told earlier, on the 25.07.2013 marine diving vessel "Rostov Velikiy" of SDS08 prj. took part in the basin search and rescue and assist to emergency vessel test in the Avachin Gulf.
 
At the Regional border newspaper "North-East. Border of Russia" a paper with this test's details was published; Tat'yana Shevlyakova is an author.
 
By the test legend there was collision of two vessels. Radar station of French passenger vessel failed during approaching to the Petropavlosk-Kamchatskiy. In the night at the fog conditions passenger vessel has collided with tanker vessel "Kamchatka" loaded by mazut, that was bunkering in Avachin Gulf.
 
Forces and means from several organizations took part in the test, as follows:
 
• MSC Petropavlovsk-Kamchatskiy;
• Kamchatka branch of FSUE "Baltic Marine Salvage division" ("Rostov Velikiy" marine diving vessel of SDS08 prj., oil spill team, divers with the service boat);
• Kamchatka Border Department of RF FSD (BCG "Magadanets";
• 30th united salvage North Russia military division (PZhK-1544);
• FSUC "Kamchatska RSRB" ("Strela" boat, 7 salvors and helicopter Mi-8 owned by "Vityaz-Aero" LLC;
• SD MES of Russia at Kamchatka (boat GIMS "Kc-701" and salvor team);
• TC Medicine of Catastrophe (group of doctors).
 
Tanker's owner ("PO Kamagro" Company) has commenced the practical step: due to legend tanker "Kamchatks" was collided at StB. Water incoming began through breach at StB; this water displaced mazut from cargo tanks. A fire began in the aft end of the vessel. Tanker "Kamchatks" emitted a distress signal. Vessel's crew effected firefighting and took measures to keep vessel's safety.
 
Marine diving vessel "Rostov Velikiy" (SDS08 prj.) departed to assist the emergency tanker. Set aims for the diving vessel were localization of oil spill and elimination of pollution.
 
Maxim Teplyuk (acting head of Kamchatka branch of FSUE "Baltic Marine Salvage division") and Arthur Rets (Head of Marine Salvage Coordination sub-Center of Administration of the Petropavlosk-Kamchatka port) were onboard the "Rostov Velikiy".
 
It was noted in the newspaper that mv "Rostov Velikiy" is the single vessel at the Kamchatka region that is able to provide oil spills response works at sea. But vessel can effect much more functions; she has an unique equipment onboard. For example, there are diving cone that provide diver works at 100 m depth and modern pressure chamber developed by Norwegian specialists. May be there are no analogue diving equipment onboard other Russian salvage vessels comparing with the same onboard mv "Rostov Velikiy". Remote-controlled deepwater apparatus is another vessel's pride, it provides ability of different underwater investigations.
 
Mv "Rostov Velikiy" have effected several salvage operations during short operational time at Kamchatka Region. Mater Sergey Podobrey and Chief Engineer Alexander Govorin remember that vessel come for assistance to mv "Tikhon Syemushkin" that was left by shipowner and started to sink. Salvage operation lasted more than a week. Divers set chokes; water was pumped out from emergency vessel. Measurements were taken in order to prevent leakage of oily water from engine room of emergency vessel to the surrounding water. At the very beginning of the operation mv "Tikhon Syemushkin" was grounded by stern. After hard work salvors set her afloat and towed she to the berth at the Signalniy Cape; mv "Tikhon Syemushkin" is still there.
 
Mv "Rostov Velikiy" assisted for the vessel that coiled wire around her screw, took ill sailor at storm weather of German container vessel sailed to USA.
 
This time the problem was to eliminate consequences of vessels' collision. Oil spill position near tanker "Kamchatka" was simulated by two balloons. During the first step the oil spill had to be localized with help of oil booms. Oil booms can be introduced as "floating fence"; they don't allow oil spill to spread out on the water surface. Conditionally polluted water area was surrounded by 200 m of these "floats".
 
When mazut spreading hazard was eliminated then skimmer usage started. Skimmer is a special floating unit for removing pollution from water surface. Skimmer was put onto water surface with help of handler. Removed oil-water mixture was pumped into tanks of CJSE mv "Ecology" which is a "mini-tanker". Further on oil-water mixture should be utilized.
 
If in real situation there isn't such vessel with tanks for spilled oil then another variant will be used. Floating receptacle (rubber bags) called as "ro-tanks" should be used for receiving removed oily water.
 
At the end of operation the water surface at the place of spill was cleaned by sorbent. Work of mv "Rostov Velikiy" was completed. As to words of Master Maxim Teplyuk vessel's crew got "real mark 4".
 
The mostly complicated aim of the training is to get conformity of all participants. The test head especially noted fine conformity of Kamchatka branch of FSUE "Baltic Marine Salvage division" and "Ecology Ltd.".
 
Website of the FBU "Gosmorspascluzhba of Russia" informed that The following trainings were worked out during the test:
 
1. Fire fighting;
2. Taking afflicted person from vessel, effecting first medical aid to this person, taking him to shore hospital;
3. Rising people from water with help of helicopter;
4. Oil spill operation;
5. Investigation of underwater hull of emergency vessel by diver.
 
All the aims put for test participants were worked out successfully. Every training was effected maximum close to reality. Test ideas were fully fulfilled.
 
Marine diving vessel "Rostov Velikiy" of SDS08 prj. was built at Yaroslavl Shipyard in 2011 due to order of FSUC "State Customer Management of Maritime Transport Development Programs" of the Federal Agency of Maritime and River Transport of the Russian Federation.
 
Class project was designed by Marine Engineering Bureau; working and technological documentation was issued by Design Bureau Petrobalt.
 
SDS08 prj. seagoing diving vessel has Ice 2 class, inclined stem and transom aft end, long forecastle, deckhouse located fore. Vessel also has engine room located aft, diesel main engines, two controllable-pitch propellers and bow thruster. Her principal dimensions are as follows:
 
• Length overall - 38.35 m;
• Length between perpendiculars - 36.35 m;
• Breadth overall - about 7,9 m;
• Breadth (due waterline) - 7.70 m;
• Design draught - 2.35 m;
• Full speed - 12 kn;
• Economical speed - 8 kn;
• Main engines capacity - 2 x 442 kWt;
• Autonomy - 5 days.
 
Russian Maritime Registry of Shipping class is of KM Ice 2 R2 AUT3-C OMBO SDS>100.
 
Project considerably differs from existing similar vessels:
 
1. Diving equipment, mounted on vessel, allows to carry out diving and underwater works on depth till 100 m. There are no analogues of such equipment at existing vessels that are operated by State Maritime Salvage Department of RF.
 
2. Vessel can carry out fire extinguishing on other vessels and floating objects using two mechanical-foam stream nozzles.
 
3. Vessel is equipped by tug winch that allows to carry out tug functions.
 
4. Vessel will provide oil spill response functions if boom and skimmer are placed onboard.
 
5. Vessel's characteristics and special equipment provide carrying out of diving salvage operations during sea state up to 3, and vessel can sail to the salvage place during waves' height of 7 m.
 
6. 2 main high-speed engines with capacity of 442 kWt each provide required vessel's running qualities, work to the variable-pitch propellers. Bow thruster with capacity of 120 kWt is mounted for vessel's keeping at place of operational works.
 
7. Up-to-date remote-controlled underwater apparatus allow to inspect of a sea-bottom, underwater part of ships' hull and rudder propellers of vessels, underwater part of waterside structures on depth till 100 m.
 
8. Equipment for underwater welding on depth till 25 m and underwater cutting on depth till 100 m is used for salvage operations, repair of underwater part of vessels, repair of hydraulic structures, carrying out of rescue operations. In addition, cargo lifting equipment allows to lift objects of weight till 2.0 t from depth till 100 m.
 
9. Vessel carries out water pumping from wrecking vessel's compartments and also pontoon air blow during participation into re-floating.
 
Diving equipment consists of:
 
• pressure chamber for 4 divers;
• diving half-cone with control board;
• diving equipment with SUPERLITE helmet and DESCO ventilate helmet;
• diving equipment of universal "dry" type;
• divers' water-heater facilities;
• communication facilities;
• underwater illumination facilities;
• underwater television;
• underwater welding/cutting;
• hydraulic tools;
• pumping facilities;
• soil man facilities;
• remote-controlled underwater apparatus;
• diving ladder.
 
Thereby, unique combination of equipment mounted on vessel, and also high-powered power plant allow to carry out almost any specialized works related to diving-technical works on depth till 100 m. In addition vessel can carry out fire extinguishing on other vessels using two mechanical-foam stream nozzles with capacity of 180 cub. m per hour and carry out tug functions (ground-mooring-tug winch with force of 7 tons is mounted aft), pump water out from compartment of wrecking vessel, participate into oil spill operations. Such combination of functions is unique for vessel with length of 38 m only.
 
Keel of the lead vessel of SDS08 project "Stolniy Grad Yaroslavl" (building No is of 201) was laid down on August 28, 2009. Vessel was launched on August 12, 2010. She was put into operation on October 25, 2010.
Keel of the second vessel in the series of SDS08 project "Rostov Velikiy" (building No is of 202) was laid down on March 9, 2010. She was launched on April 21, 2011 and put into operation on May 30, 2011.
Keel of the third vessel in the series of SDS08 project "Uglich" (building No is of 203) was laid down on March 16, 2010. She was launched on May 24, 2011 and put into operation on August 7, 2011.
Keel of the fourth vessel in the series of SDS08 project "Rybinsk" (building No is of 204) was laid down on August 9, 2011. She was launched on June 19, 2012 and put into operation on August 15, 2012.
