Conference "Russian Shipbuilding" in the St.-Petersburg

On 10.04.2014 International Conference "Russian Shipbuilding" took place in the St.-Petersburg.
 
Several people made reports, as follows:
 
• General Director of the Central Maritime Scientific Research Institute Byanov Sergey; his report was "Marine cargo Russian fleet. Russian economic demands for shipbuilding production: actual and perspective amounts of shipbuilding (due to companies, vessels' types and shipyards)";
• President of the Union "National Shipping Chamber" Klyavin Sergey and Director of Shipping and Shipbuilding activity of UCL Holding Bagautdinov Rishat; their report was "About improving the competitiveness of the Russian fleet. Government economic measures due to stimulation of river flee renovation (utilization grants, sponsoring interest rates on credit, etc.)"
and other colleagues.
 
General director of Marine Engineering Bureau, Prof. Egorov Gennadiy made report "Condition and perspectives of Russian river shipbuilding".
 
In the report it was shown that in fact there is a gap between demands of the river fleet and real loading of river shipbuilding yards.
 
Actual rates of fleet renovation don't compensate dynamic of ols vessels' retirement. For example, on the 1st of January, 2014 mean age of base river tankers of "Volgoneft" type tankers (131 units) was of 45.2 years for the initial 558/550 prj. (21 vessels) and 38.5 years for 1577/550A prj. (110 vessels). From this amount 23 vessels has mark "non-suitable".
 
The main Russian shipyards which provided building of mixed river-sea going fleet (pure river vessels practically were not built till 2010) were the Nizhniy Novgorod shipyard "Krasnoe Sormovo" ( 87 vessels), Navashino "Oks Shipyard" ( 37 vessels), Petrozavodsk "Onega Shipyard" (18 Vessels), Volgograd Shipyard (33 vessels), Kherson Shipyard (34 vessels) and Nikolaev Shipyard "Ocean" (9 vessels).

This moment the vessels of "Volgo-Don Max" class were ordered and are built now, as follows:
 
1. Nevskiy Shipyard. Ten RSD49 dry cargo river-sea vessels are ordered. 2 vessels were built in 2012, 5 ones were built in 2013 ( RSD49 project is modification of RSD19 project, that have been built at Volgograd Shipyard earlier).
 
In addition, Nevskiy Shipyard continues construction of MPSV07 salvage vessels (4 MW, increased ice class). 3 vessels were put into operation in 2012-2013.
 
2. Oka Shipyard. First series of ten RSD44 river dry cargo vessels was completed in 2012. Series of twelve RST27 tankers were completed in 2013. After that Shipyard commenced building of five RST54 combined vessels (platform tankers).
 
It is expected that shipyard will continue building modified series of RSD44 dry cargo vessels. Minimal neediness for dry cargo vessels in return for Volgo-Don ones is estimated for 50-60 ones.
 
3. Krasnoe Sormovo Shipyard. Twelve RST27 river-sea tankers were built. New orders for this project vessels may be expected (several information sources tell that shipyard commenced building of more 2 vessels of the series). For information, minimal neediness for tankers of RST22, RST25 or RST27 vessels is estimated for 70 ones.
 
In addition, the shipyard is building 8 non-self-propelled barges for "Severstal" (2 barges were put into operation last year).
 
4. Brothers Nobel Shipyard. Series of three RST25 river-sea tankers are completed. Earlier the shipyard constructed 6 booms handling boats for FBU Gosmorspassluzhba. This moment there are under construction PV09 cruise passenger river-sea vessel and tanker barges for the Lensk Shipping Company.
 
5. Lotos Shipyard. Two RSD49 dry cargo vessels were ordered; the head one was put into operation, the second one was launched. Two RST25 tankers were ordered. Barges for the ArkShipping Company were built.
 
6. Zelenodolsk Shipyard. Series of two RST25 river-sea tankers are completed. High-speed passenger "Lena" type vessels are under construction.
 
7. Kherson Shipyard. Series of three RST27 river-sea tankers are completed. RST26 tankers are under construction (head vessel is put into operation).
 
8. Krasnoyarsk Shipyard. Serial building of dry cargo platform barges (with capacity 1000-3000 t) for OJSE "Enisey River Shipping Company".
 
9. OJSE Kolomna Port Shipyard. Serial building of dry cargo platform barges and platform vessels of "Kolomna-1" type.
 
New auxiliary river vessels creation moved from the "dead point". Technical river fleet is building, as follows, at:
 
1) Nizhegorodskiy Teplokhod Shipyard. Two BLV02 multifunction buoy crafts were handing over.
 
2) Yaroslavl Shipyard. Six buoy crafts of "O" class were handing over; three RT18 bunkering tankers are under construction.
 
3) Moscow Shipyard. Buoy crafts of "R" and "O-PR" class, also passenger vessels of "Stolichniy" type are under construction. Part of buoy crafts are built at Samuskiy Shipyard and Blagoveschensk Shipyard due to subcontracts. This is the only one example of successful cooperation of European Shipyards with Eastern ones in order to construct vessels for Siberia and Far East.
 
4) Sosnovka Shipyard. Two RT29 ecological vessels are under construction.
 
5) Pella Shipyard is building complex port service vessels basing on SPKO-1000 prj., 90600 and 16609 tugboats, escort tugboats, Rascal 2000 tugboats, PI-22 pilot boats.
 
Main report's summary: intensification of renovation process for fleet in whole and for river fleet in particular is needed. In order to accelerate river shipbuilding, main Russian shipowners introduce Vessel's Utilization Grant, i.e. single payment to shipping company for old fleet utilization; this grant should be able to use for building or buying of the new vessel.
 
New orders are vitally significant for almost all river shipyards.
