Defense of concept of railway passenger ferryboat for Black Sea at RosMorRechFlot Expert Council


On 17.12.2014 meeting of Expert Council of Maritime and River Fleet Federal Agency (RosMorRechFlot) took place at this Agency. Head of the Agency Mr. Alexander Davydenko was a chairman; Minister Deputy of RF Transport Mr. Victor Olerskiy and Head of State Politics Department at the Maritime and River Transport Sphere of RF Ministry of Transport Mr. Konstanin Palnikov participated in the meeting.
 
Defense of a new concept of railway passenger ferryboat for working from railway terminals of the Caucasus port towards Crimea port, Varna port, Samsun port, Poti port and at other Black Sea lines. New ferryboat is assigned for transportation of passenger wagons and passengers themselves, Ro-Ro cargoes. She has "Ice 2" class for providing whole-year operation.
 
Mr. Gennadiy Egorov (the Marine Engineering Bureau General Director, prof., Dr. Sc.) presented the concept. Expert Council of RosMorRechFlot accepted the technical project of new generation ferry for building.
 
It was noted that the mean age of all Russian ferryboats (including other flags ones) which are operated at Black Sea lines are of 23.2 year as per information on beginning of November, 2014. List of ferryboats includes 2 catamarans of "Sochi" type, CNF03.01 railway one "BFI-1", railway cargo-passenger one "Petersburg", cargo-passenger ones "Sevastopol" and "Novorossiysk".
 
Russian companies have got new Black Sea ferryboats yet. All of them were built due to Marine Engineering Bureau projects.
 
For example, AnRussTrans group of companies has built a set of ferryboats, as follows: ferryboat "Avangard" (CNF06 prj.) for 45 wagons in 2009, ferryboat "Slavyanin" (CNF09 prj.) for 50 wagons in 2009, automobile-passenger ferryboat "Nikolay Aksenenko" (CNF12 prj.) for 261passengers and 43 passenger cars in 2013. Before ferryboats "Petrovsk" and "Annenov" (002CNF01 prj.) for 25 wagons each were modernized in 2002 and 2003 respectively.
 
BFI Company has built several ferryboats, as follows: ferryboats "Smat" and "Feruz" (CNF03 prj.) for 50 wagons each in 2007 and 2008 respectively, ferryboat "Ulfat" (CNF10 prj.) for 45 wagons in 2010.
 
But all these ferryboats are pure cargo vessels, except "Nikolay Aksenenko" (CNF12 prj.).
 
The main preconditions for creating and building new railway passenger ferryboats may be formulated as follows:
 
• absence of ferryboats with ability of whole-year transportation of passenger wagons with their passengers; this moment passengers of railway transport are transported by automobile-passenger ferryboats separately of wagons;
• necessity of new generation ferryboats which meet the most up-to-date safety requirements, especially during passenger and dangerous cargoes transportation;
• necessity of ferryboats with maximal available characteristics for Caucasus port in order to satisfy high demands for cargo and passenger transportation;
• necessity of ferryboats which will be able to work with maximal efficiency at all Black Sea lines (Caucasus- Crimea, Caucasus - Varna, Caucasus - Poti, Caucasus - Samsun, etc.);
• absence of reasons to modernize existing ferryboats according to their age, restricted functions, technical conditions and main dimensions that don't correspond to the maximal available ones of the Caucasus port.
 
Design requirements to the such new ferryboat with base port of Caucasus are as follows:
 
1) ice category shall provide efficiency operation at the Kerch Strait winter conditions;
 
2) Transportation of automobile trains and passenger cars shall be carried out either on upper deck only (CNF08A prj.) or both on upper deck and on the tank top (CNF08B prj.). With the purpose of reduction of loss of the useful area, it is recommended to carry out automobiles' movement to the hold with the help of the cargo elevator.
 
3) Main particulars of the ferryboat shall be restricted by depth and breadth of the fairway, also by allowable turning radius. For Caucasus port the main dimension restrictions are as follows: breadth less than 22 m; length less than 150-151 m; draught at the turning circle less than 4.9 m; draught during cargo operations near the berth less than 6.0 m; rail top level height from waterline less than 5.1m. One also shall take into consideration ability to use vessel from small draught ports of Azov Sea.
 
4) Features of ramps with which ferryboat is going to work shall be taken into account when designing the railway ferryboat. AK01 ramp at the Caucasus port represents a trapezoid construction with length of 40 m, width of a narrow berth side of about 12 m, width of a wide part of about 18 m.
 
Extremes of alternations of ramp's position are, as follows: 1.6 m for rising and 1.69 m for lowering.
 
Beginnings of 5 railway lines are placed on the cargo deck of the ramp at the berth joint of the narrow ramp's part. The railway lines are laid till the end of the ramp's wide (marine) part and are prolonged further it for 100 mm. The rails are of R-50 type; track breadth is of 1520 mm.
 
Wagon trains are rolled through the central line or through two symmetrical lines simultaneously.
 
5) Required vessel's capacity is not less than one train consisted of 50 railway tank wagons of 1-T dimensions with length between coupling gauges of 12020 mm. Besides, the vessel should be adapted for transportation of other vehicles including trailers, long-length large-sized cargoes and ISO type containers (TEU and FEU).
 
6) The vessel's class should ensure safe and efficient operation at conditions of the Black Sea along set lines: Caucasus- Crimea, Caucasus - Varna, Caucasus - Poti, Caucasus - Samsun.
 
7) Wagons' transportation on the open upper deck is foreseen. The cargo should be safely secured for any possible voyage conditions, including case of the forecast mistake. Installation "enhanced" bulwark is recommended.
 
Loading/unloading of wagons should be carried out in single plane, as at all Black Sea ferryboats designed by Marine Engineering Bureau. This feature reduces the building cost of the vessel and of the shore terminal.
 
8) General longitudinal strength of the hull should allow to carry out cargo operations with wagons by two trains in single pass with the minimal stay time and with performance of all conditions for safe connection with berth ramp at the port of Caucasus due to angle of rails' connection, vessel's list and maximal/minimal values of ferryboat's stern lowering.
 
9) Local strength should be ensured by hull members (web beams, bulkheads, pillars, girders) at rational distribution and the wagons' loading transfer scheme with minimization of plates' thickness, and also in view of contact of aft end constructions with berth ramp. Pillars in the cargo compartments should be excluded.
 
10) Number of the passengers should be about twice bigger than number of truck that can be arranged onboard.
 
The new concept CNF08A/CNF08B is a marine single-deck automobile-railway-passenger double-screw ferryboat without deck sheer, with forecastle, with ER located aft and deck-house located fore, with double bottom of 1400 mm height, with double sides of 3295 mm width, with bow and stern thrusters, with cylindrical fore end and transom aft end.
 
Vessel is assigned for transportation of railway trains of Russian standard with 1520 mm track breadth, all kinds of automobiles including cargo car trains, various vehicles and containers on roll trailers, also passengers using the aft cargo handling scheme.
 
Vessel is able to transport not less than 55 railway cargo wagons or 15 railway passenger wagons with their passengers on the upper deck; also she is able to transport 37 car trains of 55 t or 214 passenger cars of 1.5 t on the upper deck and additionally (only CNF08B onboard) 15 car trains or 98 passenger cars on tank top.
 
CNF08B is assigned for dangerous goods transportation on the open part of the upper deck also.
 
For arrangement of 840 passengers sitting paces are foreseen in the passenger salons and on the open deck under tents, that protect bad weather or sun lights, as follows:
 
• 232 sitting places in the passenger salon on the 1st tier deck;
• 160 sitting places in the passenger salon on the 2d tier deck;
• 165 sitting places on the open deck with tent on the 1st tier deck;
• 157 sitting places on the open deck with tent on the 2d tier deck;
• 126 sitting places on the open deck with tent on the wheel house deck.
 
As a result of investigations, CJSE "Marine Engineering Bureau - SPb" worked out two technical projects on the basis of united CNF08A/CNF08B concept, as follows:
 
• ailway passenger ferryboat for Black Sea lines with "Ice 2" class with ability to transport passenger wagons and their passengers (CNF08A prj.); she has the following main particulars:

depth is 7.15 m;

railway passenger wagons (length 24.54 m) capacity is 15 pcs. while transported with passengers;
railway passenger wagons (length 24.54 m) capacity is 25 pcs. while transported without passengers;
railway wagons (length 12.02 m) capacity is 55 pcs.;
car trains (w/o wagons) capacity is 37 pcs.;
passenger cars (only) capacity is 214 pcs.;
crew and service staff /reserve consist of 28 /2 people;
passengers number is 840;
fuel autonomy is 10 days.
 
• railway automobile-passenger ferryboat for Black Sea lines with "Ice 2" class with ability to transport passenger wagons and their passengers (CNF08B prj.); she has the following main particulars:

fuel autonomy is 10 days.
 
The following compartments are used onboard CNF08A/CNF08B ferryboats for crew and service staff arrangement: 3 single module cabins for master, chief mate and chief engineer (each module cabin consists of office, bedroom and toilet); 3 enhanced single cabins with toilet for officers; 5 double cabins with toilet for seamen and service staff; 3 four-place cabins for seamen and service staff.
 
Thereby there are 870 places onboard (plus 2 reserve ones).
 
All necessary compartments are prepared for crew and service staff, as follows: galley; crew relaxation saloon; mess-room / crew dining room; provisions stores; laundry; drying room; iron room; dressing room; work clothes room.
 
Also there are foreseen gym-health complex including gymnasium, sauna, shower, water pool and water closet. Set of compartments are foreseen for passengers, as follows: interne coffee, buffet, smoking-room, shop with bar, public water closets with washstands.
 
The upper deck strength provides transportation of railway trains that include wagons or tank wagons of 98 t on any railway lines; all kinds of automobiles including cargo car trains with 12.0/13.5 m semitrailer wagons and container platforms.
 
Transportation of all kinds of automobiles is foreseen on the tank top, including cargo car trains with 12.0/13.5 m semitrailer wagons and container platforms.
 
Permissible load of wheeled vehicles on the axle is as follows: 12 t for 4 wheels on the axle; 10 t for 2 wheels on the axle.
 
8 main watertight transverse bulkheads are foreseen; they divide hull into 9 separate compartments.
 
Ferryboat shall be equipped with two150-places lifeboats placed fore by sides. Lifeboats' launching is carried out by help of double-hinged gravitational davits.
 
Also two marine evacuation systems (MES) shall be foreseen onboard. MES includes closed inflatable living rafts and evacuation pipe for ensuring access to the raft are arranged by sides. Accepted evacuation rate is 565 people per 30 minutes.
 
Each MES includes 101-places living self-recovering rafts (6pcs. totally, 3 pcs. per side).
 
Vessel's transom has a recess near upper deck to ensure jointing to the berth ramp of the ferry complexes. Onboard CNF08B cargo elevator with capacity of 55 t (17.4 m length) is foreseen for loading/unloading vehicles from upper deck to tank top and vice versa.
 
Runaway platform for helicopter reception (without permanent basing) is foreseen in the middle part of the vessel at the bridge level. Runaway platform is equipped according to ICAO requirements.
 
Power plant includes, as follows:
 
• main unit consisting of two diesel engines with maximal continuous capacity about 2040 kW each (1000 rpm), working through reduction gears towards 2 fix-pitch propellers;
• auxiliary unit consisting of four diesel-generators (electrical capacity of 300 kW each) and emergency diesel-generator (electrical capacity of 300 kW). Heavy fuel oil IFO380 with viscosity 380 cSt at 50°C with flash point > 60°C is foreseen.
 
Vessel shall be equipped with bow stern thruster of "screw within tube" type (FPP screw type) with capacity of 350 kW each; FPP diameter is 1155 mm.
 
As a result of carried out by CRMFI modeling of marine ferryboats work from Russian ports of the Black Sea at set operational lines, it is followed that during operational period in average CNF08A and CNF08B passenger railway-automobile ferryboats will effect 2 single circle voyage per day at line Caucasus - Crimea (700 circle voyages per year operational period). At lines Caucasus - Poti and Caucasus - Varna these ferryboats will effect single circle voyage per week (50 circle voyages per year operational period).
 
Results of operational-economical calculations if using loading coefficients 0.9, 0.8 and 0.7 are as follows:
 
• for line Caucasus - Crimea payback period is 3.3, 4.3 and 5.1 years correspondingly;
• for lines Caucasus - Poti and Caucasus - Varna payback period is 7.5, 11.0 and 14.5 years correspondingly.
 
Men weighted payback term during normative life period of CNF08 passenger railway-automobile ferryboat is 6.2, 8.8 and 11.1 years correspondingly.
 
There are worked out CNF08A and CNF08B projects of railway passenger ferryboats for Black Sea lines with that are intended for transportation of passenger wagons and passengers themselves, Ro-Ro cargoes. Ferryboats have got "Ice 2" class for providing whole-year operation; they are of maximal available dimensions and characteristics that allow to transport cargo (including dangerous goods onboard CNF08B) and passengers (with passenger wagons simultaneously) with highest efficiency.
 
Council of RosMorRechFlot accepted worked out by "Marine Engineering Bureau - SPb" project of railway passenger ferryboat for Black Sea lines that are intended for transportation of passenger wagons and passengers themselves, Ro-Ro cargoes. Vessel has got "Ice 2" class for providing whole-year operation.
