Concept of HSV06E hydrographic vessel for creation of electronic navigation charts for the Siberian rivers

Waterways cannot be used without electronic cartography any more. Subsequent cartographic works in Russia are successfully effected since the end of the 90th. But especially in Siberia, the rivers would not be the rivers, if their navigable situation doesn't change. Updating of data requires the corresponding regular work, collecting and processing of initial data for creation and correction of electronic navigation charts by means of the modern depth-measuring / investigating satellite complexes arranged on hydrographic vessels.

Thus for the last 27 years it wasn't constructed any river depth-measuring or depth-measuring / investigating vessel. Today 36 depth-measuring vessels are in the operation, mostly R-159 ones with mean age of 38 years.

So, the Ob-Irtysh Basin is served by single 1 depth-measuring vessel, the Lena Basin is served by 4 ones, the Yenisei Basin is served by 2 ones. It should be noted that only one R-159 vessel has class "O", the others have class "R" that does not allow to use them at reservoirs and big lakes.

The complex of the way maintenance works providing effective operation of cargo and passenger vessels on internal waterways directly depends on quantity, type and operability of technical fleet vessels. Current situation demands acceptance of cardinal measures for the purpose of fleet renewing both due to growth of quantitative fleet structure, and due to new vessels equipping by the modern technical means allowing to increase work productivity.

Fleet of the buoy vessels was considerably renewed recently due to active position of RosMorRechflot, there were accepted for operation:

• in 2011: single multipurpose BLV01 marine buoy vessel;
• in 2013: 2 BLV02 buoy vessels;
• in 2013: 6 SV2407 buoy vessels;
• in 2012 - 2014: 27 buoy vessels (prj.3050);
• in 2013 - 2014: 12 buoy vessels (prj.3050.1);
• in 2014: single buoy vessel (prj. 3052), (3 ones under construction, total order is 7).

Altogether 48 buoy vessels and single marine buoy vessel were put into operation during the period from 2011 to 2014 (by October, 2014).

But effective providing of the required depths of internal waterways and navigation safety providing due to the correct arrangement of navigation signs and in time change of borders of navigable way parts are impossible without prior depth-measuring and prospecting works.

Average age of existing depth-measuring river vessels is about 40 years, therefore the problem of creation of the new universal hydrographic vessel is extremely demanded and actual. This hydrographic vessel should be able to provide effective complex prospecting works at internal waterways and effecting of depth-measuring works at shallow water regions.

By request of RosMorRechflot, Marine Engineering Bureau created such HSV06E project; HSV06E vessel is intended for effecting of depth-measuring works, field and cameral prospecting works, 20-days autonomy comfortable arrangement of prospecting team that use modern automated depth-measuring/prospecting satellite unit.

Depth-measuring/prospecting unit includes, as follows:

• multi-beam echo-sounder;
• towed side-scan sonar;
• double frequency GLONASS receiver with the RTK function (Inertial Navigation System);
• workstation (with specialized software, with the ECDIS and chart-plotter).

Effecting cartography and depth-measuring works in shallow water is carried out by auxiliary small-draught (about 0.5 m) depth-measuring craft (depth-measuring motor boat "Progress") which is included in the onboard techniques.

The HSV06E vessel is a small-draught (DWL draught is 1.40 m) steel single-deck self-propelled twin-screw class "O" vessel with fore wheel house, with engine room in the middle, with aft working deck, with depth-measuring boat and cargo crane which provide depth-measuring boat launching and also work with buoys and anchors.

The main particulars of the HSV06E vessel has are as follows:

length overall is about 40.15 m;
length between perpendiculars is 38.04 m;
width overall is about 10.50 m;
width due to DWL is 10.00 m;
depth at middle is 2.50 m;
draft on KVL - 1.40 m;
speed is 21.0 km/h;
autonomy is 20 days;

Class RRR is O 2.0 (ice 20) A.

Main objectives of the HSV06E depth-measuring / investigating vessel are as follows:

• arrangement of prospecting team; effecting of depth-measuring, field and cameral prospecting works;
• control of condition of fairway at internal waterways and ports' area;
• control of condition of navigable barriers of fairway, control of navigable signs lighting;
• service of navigable signs and repair of lighting equipment.

The vessel has additional functionality:

• pushing of non-self-propelled objects, including work in the dredger convoy as a scow towing vessel;
• carrying out operations on laying of dredger anchors;
• passengers transportation (up to 7 people);
• towage of non-self-propelled objects, including oil barges.

Two FPP are installed aft. FPP are driven mechanically from main diesels through reverse reduction gears. Manoeuvrability is provided by two balanced rudders that are protected from damages on shoal by the lower support. For rudders' turn two independent electro-hydraulic steering gears are installed in the steering gear room; these gears provide either simultaneous (synchronous) rudders' turn or separate rudders' turn at any direction.

The vessel's fore end has high ice reinforcements and a fore plate for the 100 kW bow thruster placement.

The following hydrographic equipment is foreseen onboard in order to provide fulfilment of the main HSV06E vessel's functions:

1. The multi-beam echo-sounder. It is a highly integrated double-frequency system developed especially for installation onboard depth-measuring vessels. The system consists of the processor block with the integrated multiport card and standard 25 m cables for connection to transponder.

Main features:

• the maximal working sector is up to 165 deg.;
• working depths are 0.5 - 150 m at frequency 400 kHz and 0.5 - 500 m at frequency 200 kHz;
• number of beams is 256 - 512 while wide is 2 - 0.5 degrees.

2. The ultrasonic double-frequency side-scan sonar with technology of intra-pulse linearly-frequency modulation that allows receiving an accurate acoustic picture of a bottom or underwater objects with high resolution and low noise level. Sonar is able to work at two frequencies at the same time: 100/400 kHz, 300/600 kHz or 300/900 kHz.

3. The inertial navigation system is easy in use, highly reliable, developed for definition of a heeling angle, a heading angle, rolling characteristics, speed and position of the vessel. It unites GLONASS data with data on angular speed and accelerations, data from dynamic movement sensors and a satellite compass for definition of reliable and precise information concerning vessel's spatial orientation in the in six-degrees freedom system.

Effecting cartography and depth-measuring works in shallow water is carried out by auxiliary small-draught depth-measuring craft, her location is foreseen on ER cape in the aft end.

For work with craft and also for service of navigation floating signs, the cargo hydraulic crane-manipulator with cargo lifting capacity of 1.4 t while outreach is 4.0 m and 0.72 t while outreach is 7.5 m.

The vessel is supplied with two fore 350 kg Hall anchors.

Fore support and automatic R-100T-6 coupling unit are foreseen for barges pushing.

The following equipment is arranged on the aft working deck for providing towing operations, as follows: automatic towing winch (traction pull about 20 t) with an automatic rope layer, and towing bitt.

Crew consists of 6 people. Total of places onboard is 13. All cabins are single with individual bathroom. Officers' cabins (including those for prospecting team head) are of enhanced comfort type. Two spare places are provided.

Living and working rooms are arranged in the fore deck-house and under the main deck.

Fuel and lubricating oil tanks aren't adjacent to the outer shell for ensuring ecological safety.

Wheel house is made with all-around view possibility and single-man vessel's control ability.

Considering problems with depths of internal waterways at RF eastern part and number of the depth-measured vessels in operation, it is recommended to commence construction of depth-measured/prospecting vessels for mentioned region already now.
